ADA Compliance Remodel – Four Rivers Vector Control District Office

1.         Project Overview

Four Rivers Vector Control District is requesting proposals from licensed contractors with proven experience in Americans with Disabilities Act (ADA) compliance projects.  The project consists of remodeling the FRVCD office located at 56478 Solar Drive, Bend, OR, to ensure accessibility in accordance with ADA standards.

The selected contractor(s) will be responsible for design, permitting, construction, and compliance verification.

2.         Scope of Work

The project will include, but is not limited to:

  • Accessibility Ramp: Install a new ADA-compliant ramp with handrails and appropriate slope/landing dimensions.

  • Main Entrance/Exits:  Insure main door and any exits meet ADA requirements.

  • Restroom Access: Remodel restrooms to ensure ADA accessibility, including but not limited to door width, grab bars, sink access, and maneuvering clearance.

  • Permitting: Apply for and obtain all required Deschutes County permits prior to beginning work.

  • Compliance: Ensure all modifications meet current ADA standards and applicable state/local codes.

  • Additional Projects: Contractor shall submit recommendations for additional required projects to ensure the public meeting space meets ADA requirements.

  • Site Work & Safety: Maintain a safe worksite and coordinate with FRVCD to minimize disruption to operations.

  1. Requirements􀁸

  • All contractors must hold relevant licenses and insurance.

  • Contractor required to apply for, obtain, maintain and comply with all local and state permits.

  • Work hours will be limited to 8:00 AM to 6:00 PM Monday through Friday, unless prior approval is obtained.

  • The contractor must complete all work within the mutually agreed upon project timeframe. Regular progress updates shall be provided to the District Manager, who serves as the Project Coordinator, to ensure timely completion and coordination.

  • Work with District on design elements.

4.         Contractor Qualifications

Interested contractors must provide:

  • Proof of current Oregon contractor’s license.

  • Certificate of insurance coverage (general liability & workers’ compensation).

  • Proof of bonding.

  • Demonstrated experience with ADA compliance projects (include project examples).

5.         Proposal Submission Requirements

Proposals should include the following:

  • Company name, contact information, and primary project manager.

  • Proposed approach and timeline for completion.

  • Itemized cost breakdown (labor, materials, permits, fees, etc.).

  • Detailed cost estimate (materials, labor, permitting, contingencies).

  • References for at least two similar ADA compliance projects.

6.         Proposal Deadline

  • Proposals must be received no later than 5:00 PM (PST) on October 31, 2025.

7.         Evaluation Criteria

Proposals will be evaluated based on the following criteria:

  1. Experience & Qualifications (30%)

    1. Relevant experience in design-build project management

    2. Proven track record with ADA-compliant renovations

    3. Licensing, insurance, and bonding

  2. Project Approach & Timeline (25%)

    1. Understanding of the project scope

    2. Realistic and efficient project schedule

    3. Strategy for securing permits and ensuring compliance

  3. Cost Proposal (20%)

    1. Itemized breakdown of costs

    2. Competitive pricing and cost efficiency

    3. Justification for proposed costs

  4. References & Past Performance (15%)

    1. Positive feedback from past clients

    2. Successful completion of similar projects

  5. Compliance & Sustainability Considerations (10%) (Optional but valuable)

    1. Adherence to all ADA, local, state, and federal regulations

    2. Sustainable construction practices, if applicable.

8.         Additional Information

Proposals will be reviewed by the Four Rivers Vector Control District.  The contract will be awarded based on best overall value, not necessarily the lowest bid.  Final award is subject to the District’s Board of Trustee’s approval. 

  • FRVCD reserves the right to accept or reject any or all proposals.

  • FRVCD is not responsible for costs incurred in preparing responses to this RFP.
