FRVCD Citizens’ Budget Committee

Overview

 

The Citizens’ Budget Committee serves as a fiscal advisory body to the Four Rivers Vector Control District (FRVCD) Board of Trustees during the development of the District’s annual budget. The committee operates under Oregon Budget Law, which outlines budget committee structure and responsibilities beginning with ORS 294.414 in Chapter 294 – County and Municipal Finance Administration.

Oregon Budget Law requires budget committees to include the governing body of the local government and an equal number of appointed citizen members. For FRVCD, this means the full Board of Directors plus an equal number of qualified citizen appointees.

Citizen members must be registered electors within the district. They may not be employees, officers, or agents of the district. All Budget Committee members—both board members and appointed citizens—serve without compensation.

Committee Openings

 

Applications are now open!
FRVCD is seeking citizen volunteers to serve on the Budget Committee. The application period will remain open until the position is filled.

If applications are received before January 2026, appointments will be made at the January 21, 2026 Board Meeting. The Committee will convene after the first of the year to begin its advisory review under Oregon Budget Law.

The Budget Committee’s Role

 

The primary responsibility of the Budget Committee is to ensure the District’s planned expenditures do not exceed projected revenues and that the budget aligns with the service priorities established by the FRVCD Board of Trustees.

At the conclusion of its review, the Budget Committee approves the District’s tax rate and forwards a recommended budget to the Board for formal adoption.

The Budget Committee performs three key functions:

  1. Receive the Proposed Budget and Budget Message
    The Budget Officer presents the proposed financial plan and accompanying overview.

  2. Hold Public Meetings and Hearings
    These sessions give community members the opportunity to review and comment on the proposed budget before it moves to adoption.

  3. Approve the Budget and Set the Ad Valorem Property Tax Rate

What the Budget Committee Does Not Do

 

The Budget Committee does not:

  • Set staffing levels

  • Change salary schedules

  • Negotiate employment contracts

  • Establish or alter district policies or program priorities

 

Its role is not to add or eliminate programs, but to ensure the proposed budget supports the goals and services already set by the Board of Trustees.

Budget Committee Authority

 

The Committee may recommend adjustments to line items within the proposed budget to ensure alignment with Board goals and available revenues.

 

Individual Budget Committee members do not have authority to direct staff or request special reports on their own. However, the Committee as a whole may—through a formal vote—request additional information, reports, or presentations if needed for budget understanding.

Community Connection

 

Budget Committee members play an important role in promoting transparency and helping the public understand how FRVCD operates within financial constraints. Through their service, members gain strong insight into how District resources are managed and can help explain the process to community members.
